READ: Memorandum No. 72 series of 2020 issued by Gov. Rodito T. Albano III, dated August 13, 2020 addressed to all Local Chief Executives/COPS, requesting to follow the NTF COVID-19 Memorandum Circular No. 2. S. 2020 which provides guidelines on ZONING CONTAINMENT STRATEGY, for uniformity of declaration of community quarantine status of their respective barangays. Secondly, said memorandum reiterates the importance of wearing face shields, in addition to a face mask when in public place, inside a public utility vehicle or in any place where people physically converge or where there is mass gathering.

READ: Memorandum Order No. 70-A series of 2020 issued by Gov. Rodito T. Albano III, dated August 12, 2020 on the Protocols in the Management and Dispatch of Returning Overseas Filipinos (ROFs) and Locally Stranded Individuals (LSIs), as an added measure to contain the spread of COVID-19 in the province and manage the influx of returnees at Punta Amelita which serves as the drop-off point for all ROFs and LSIs entering the province.

“This governor may be an exception. He welcomes LSIs and OFWs into his province even if they are COVID-positive. He said they will take care of these kababayans from his province when they arrive at the province and will use provincial funds if the national government cannot provide them. If need be, he will solicit donations. The provincial government will bring these COVID positive LSIs and OFWs into quarantine centers and hospitals and will have them treated until they are cured. I caught the interview of Susan Enriquez with Governor Albano of Isabela early this afternoon over DZBB AM radio.
