     The Provincial Cooperative, Livelihood and Enterprise Development Office (PCLEDO) has been the premier technical and social services support arm of the Provincial Government of Isabela in the delivery of services to cooperatives and other multi-sectors, such as groups of professionals, farmers, fisher folks and the like and micro and small entrepreneurs in the province, to help them develop into becoming viable and responsive economic enterprises.

 

THE PCLEDO

        In July 1992, Governor Benjamin G. Dy's priority thrust was the creation of the Provincial Cooperative Office (PCO) which eventually resulted in the creation of the Provincial Cooperative Officer. There were only three (3) regular personnel of the said office, namely: Provincial Cooperative Officer, Cooperative Development Specialist (CDS) IV and CDS III. On the same year, the province organized a cooperative development council, the Isabela Provincial Cooperative Development Council (then known as the Provincial Cooperative Advisory Council), prior to the issuance of Executive Order No. 95 & 96 of former president, Hon. Fidel V. Ramos.

        The PCO is mandated to oversee the cooperative programs with emphasis on the promotion, organization, education, and development of cooperatives in the province, as per Republic Act No. 7160, otherwise known as the Local Government Code of the Philippines. Since its creation, the PCO has constantly accommodated numerous requests from multi-sectors, group of professionals, farmers, fisher folks, women, irrigators association and the like, to conduct cooperative orientations in the different municipalities, to include remote barangays.

          With the provincial government's declared policy to support and strengthen the cooperatives development program and enhance cooperatives as institutions to promote savings consciousness and as vehicles that will provide entrepreneurs with capital, technology, and market, on 20 April 2001, through SP Resolution No. 0036 approving Ordinance No. 002, Series of 2001, the Provincial Cooperative Office was renamed as the Provincial Cooperatives Development Offices.

       Two decades after, on February 16, 2021, in Ordinance No. 2021-07-01, the PCDO was renamed to Provincial Cooperative, Livelihood & Enterprise Development Office (PCLEDO) reflecting the incorporation in its annual work plan the integration of cooperative concept in livelihood and community-based activities, the promotion, growth, and development of enterprises and opportunities for self-employment of individuals or their engagement in any preferred income-generating activities.
